反対又は保留が「5」、そして賛成は「11」。日本の提案は世界に受け入れられたのです。
しかし、これまでの議案は全て多数決としていたのに対し、議長のウィルソン大統領は「このような重大な問題は全会一致にて決めるべき」と言って否決を宣言しました。牧野の願いは通りませんでした。
